Executive Summary

The inaugural issue of the Lumora Policy Paper Series examines the strategic implications of the 2026 NATO Summit from the perspective of an independent Estonia-based foundation.

Drawing upon official publications from NATO, the Government of Estonia, the European Commission, the European External Action Service (EEAS) and the OECD, the paper analyses the evolving Euro-Atlantic security environment beyond the immediate outcomes of the Summit.
